If we don’t write the next sentence, we’d get a flurry of “yeah, but they’re doing their job” apologists wasting our time, so here goes. Our submitter (thanks, Martin on Facebook) says that they weren’t attending an emergency as he followed them into Subway. Also, had it been an emergency, I’m sure they would be right outside the front doors, and not ensconced in the middle of London Gateway Services car park, as seen here.
